I agree entirely that it is up to dog owners to take care of their animals, as should be clear from my previous posts. The fact is that many people DO NOT, and unless sufficent laws are introduced and ENFORCED, we will continue to have a situation where dogs roam the streets. Every were we hunt, we look out for the property owners and treat them like family if they aren’t. We don’t use tracking collars on any of our hunting dogs and we treat them like children.
